Efektivitas Desain Organisasi Pemerintah Kabupaten Buru Selatan Dalam Tinjauan Pengelolaan Elemen Strategi

Abstrak

Penelitian ini bertujuan untuk menganalisis efektivitas desain organisasi pemerintah Kabupaten Buru Selatan dalam tinjauan pengelolaan elemen strategi. Penelitian ini didesain dengan menggunakan pendekatan kualitatif dengan paradigma positivism, yang didasarkan pada sistem logika deduktif (hypothetic-deductive method). Tipe penelitian adalah studi kasus.  Waktu pelaksanaan penelitian selama 4 (empat) bulan yakni bulan Januari sampai dengan April Tahun 2016.  Key informan dalam penelitian ini adalah pimpinan dan masing-masing 3 (tiga) orang pegawai dari 4 (empat) dinas (yaitu Dinas Kesehatan; Dinas Pendidikan dan Olahraga ; Dinas Pertanian dan Peternakan; Dinas Kehutanan dan  Perkebunan),  2 (dua)  badan/instansi teknis  (yaitu Badan Perencanaan Pembangunan Daerah dan Badan Kepegawaian Daerah), dan 1  (satu) Kantor Kecamatan yaitu Kantor Kecamatan Leksula, serta Asisten I Bidang Pemerintahan Kabupaten Buru Selatan. Hasil penelitian menunjukkan bahwa penyebab kurang efektifnya desain organisasi Pemerintah Kabupaten Buru Selatan dalam tinjauan strategi disebabkan karena kurangnya keterlibatan anggota organisasi dalam penyusunan strategi, visi, misi dan tujuan organisasi.

Abstract

This study aims to analyze the effectiveness of the design of the South Buru District government organization in a review of the management of strategic elements. This research is designed by using qualitative approach with positivism paradigm, which is based on deductive logic system (hypothetic-deductive method). The research type is case study. The research implementation period is 4 (four) months ie from January to April of 2016. Key informant in this research is leadership and each 3 (three) employees from 4 (four) offices (ie Health Department, Education and Sport Department, Agriculture and Livestock Department, Forestry and Estate Crops Department), 2 (two) technical agencies (ie Regional Development Planning Board and Regional Personnel Board), and 1 Sub-district Office, Leksula Sub-district Office, and Assistant 1 in the District Government of South Buru District. The results show that the causes of the ineffectiveness of the design

of the organization of the Government of South Buru Regency in the strategic review is due to the lack of involvement of organizational members in the preparation of strategy, vision, mission and organizational goals.
