Effectiviness of PMT for Malnourished Toddlers in Palopo City after Special Funds in BOK Budget

Abstract





Background: The nutritional status of children under five is an important indicator in health development as it impacts the quality of human resources. The government has launched the Supplementary Feeding Program (PMT) which is now strengthened with a special allocation of funds through the Health Operational Assistance (BOK). Aims: This study aims to determine the effectiveness of the PMT program on underweight children after the special funds in the BOK budget in Palopo City. Methods: This study employed a mixed-methods approach with an explanatory sequential design. The quantitative phase involved distributing questionnaires to 72 mothers of toddlers, followed by in-depth interviews with 9 informants, including mothers of toddlers, Posyandu cadres, and health center staff. Data collection took place over a one-month period, from January 27 to February 27, 2025, in the city of Palopo. Quantitative data analysis was processed through the stages of editing, coding, scoring, entry, cleaning, and tabulation, then analyzed using univariate analysis with SPSS for quantitative data and content analysis for qualitative data. Results: The study results indicate that the PMT program, following the allocation of BOK funds, is highly effective, with program success and target achievement scores of 86.94%, a satisfaction rate of 88.26%, and program input and output scores of 82.99%. These scores were obtained by calculating the sum of Likert scale questionnaire scores, comparing them to the maximum possible score, and then converting them to percentages. Qualitative data support these findings by demonstrating the utilization of the EPP GBM application, routine monitoring by health workers, and high satisfaction among mothers of infants and toddlers regarding service quality. However, challenges remain in the form of limited menu variety, distribution delays, and perceptions of social stigma. Conclusion: The PMT program in Palopo City has proven to be very effective after the special funding in BOK. Improvements in technical and social aspects are needed to sustainably improve the quality of program implementation.
