Analysis of Efforts to Improve the Bureaucratic System of Legislative Institutions Case Study: Commission X DPR RI

The background of this research is to analyze how efforts to improve the bureaucratic system exist in legislative institutions in Indonesia, namely Commission X DPR RI which focuses on the Secretariat of Commission X. DPR RI as a legislative body has an important role in the functions of budgeting, oversight, and legislation. One of the commissions in the DPR RI is Commission X which is in charge of education, research, sports and tourism. The Secretariat of Commission X DPR RI is responsible for supporting the smooth implementation of the duties and functions of the DPR, including administration and trials. The approach in this study uses Weberian theory and bureaucratic innovation theory as a theoretical framework. This research uses qualitative methods by collecting data through interviews and literature. The research results show that the effectiveness of the bureaucracy in Commission X is influenced by various factors. Among them is system support, namely adequate human resources (HR) is needed. In addition, the quality of human resources is also a concern because they must have improved skills and be able to adapt to modern technology. The infrastructure factor is also an obstacle, the electronic equipment used in the meeting room is old school and does not function properly.
