Abstract

Perubahan iklim, degradasi lingkungan, dan penurunan keanekaragaman hayati laut telah mendorong kebutuhan mendesak untuk memperkuat pengelolaan Kawasan Konservasi laut. Salah satu upaya global yang tengah digencarkan adalah target perlindungan 30% wilayah laut pada tahun 2030 (MPA 30x30), yang menuntut dukungan luas dari berbagai sektor, termasuk sektor swasta. Menindaklanjuti komitmen global tersebut, Indonesia menargetkan perlindungan 30% wilayah perairannya melalui perluasan Kawasan Konservasi dan Kawasan Berdampak Konservasi atau OECM pada tahun 2045 (MPA dan OECM 30x45). Namun, tingkat keterlibatan sektor swasta dalam pendanaan konservasi masih menghadapi tantangan, terutama terkait rendahnya kepercayaan terhadap efektivitas dan keberlanjutan program pengelolaan. Penelitian ini bertujuan menganalisis bagaimana komunikasi strategis dan keterlibatan pemangku kepentingan dapat membangun kepercayaan sektor swasta dalam pendanaan program MPA 30x45. Melalui studi kasus kualitatif, data dikumpulkan melalui wawancara mendalam dan observasi partisipatif terhadap berbagai aktor terkait. Analisis tematik mengungkap bahwa pola komunikasi yang adaptif, kolaboratif, dan transparan, serta keterlibatan aktif pemangku kepentingan, berperan penting dalam membentuk kepercayaan sektor swasta terhadap program MPA dan OECM 30x45. Praktik efektif mencakup penyampaian data sosial-ekonomi, dialog inklusif, penguatan kapasitas pemerintah daerah, serta konsistensi pesan, akuntabilitas, dan penekanan pada manfaat ekonomi jangka panjang sebagai daya tarik investasi. Penelitian ini menegaskan bahwa komunikasi strategis dan keterlibatan pemangku kepentingan sangat penting untuk membangun kepercayaan sektor swasta dalam investasi konservasi laut. Karena itu, program MPA dan OECM 30x45 perlu menyusun strategi komunikasi yang sistematis dan responsif terhadap kebutuhan, aspirasi, dan ekspektasi sektor swasta dalam kerangka tata kelola ekonomi biru.
