This study examines the resistance of Yayasan Jurnal Perempuan (Women's Journal Foundation) to the discourse of state ibuism during the final years of the New Order regime (1995–1998). Under the New Order government, sociopolitical conditions and state policies shaped the representation of women through the ideology of state ibuism, which primarily confined women to the domestic sphere and restricted their participation in public life. Various government policies and programs, including the Family Welfare Movement (PKK), Dharma Wanita, the Family Planning Program, the Marriage Law, the ratification of the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW), and the establishment of the Ministry for Women's Affairs, formally incorporated women into national development. In practice, however, these initiatives positioned women as objects rather than subjects of development, thereby legitimizing gender inequalities. This study employs the historical method with a descriptive-analytical approach. Julia Suryakusuma's theory of state ibuism is used to examine the state's ideological construction of women, while James C. Scott's concepts of hidden transcripts and infrapolitics provide an analytical framework for understanding the forms of resistance undertaken by Yayasan Jurnal Perempuan. The findings reveal that Yayasan Jurnal Perempuan engaged in cultural and intellectual resistance by disseminating alternative discourses that challenged dominant state narratives. The Suara Ibu Peduli (SIP) movement marked the culmination of this resistance, breaking the prevailing climate of silence amid the government's severe repression of civil society. This study concludes that the New Order regime exercised ideological dominance over the representation of women and highlights the role of Yayasan Jurnal Perempuan in challenging and resisting this dominance.
