Jurnal Analisis Kebijakan dan Pelayanan Publik (Journal of Public Policy and Service Analysis) is committed to maintaining the highest standards of publication ethics and publication malpractice prevention. This statement outlines the ethical responsibilities of authors, editors, reviewers, and the publisher in all stages of the publication process.

1. Allegations of Research Misconduct
Research misconduct includes fabrication, falsification, plagiarism, citation manipulation, duplicate publication, and unethical research practices.
When allegations of misconduct arise, the editorial team will investigate the matter confidentially and objectively. Authors may be requested to provide supporting evidence, raw data, ethical approval documents, or clarifications. Proven misconduct may result in rejection, correction, or retraction of the article.
2. Duties of Authors

Authors should accurately present their research findings and provide sufficient details to allow replication. - Originality and Plagiarism
Submitted manuscripts must be original works and appropriately cite all sources. - Multiple or Concurrent Publication
Authors should not submit the same manuscript to more than one journal simultaneously. - Data Access and Retention
Authors should retain research data and provide access when requested by the editorial team. - Authorship of the Paper
Authorship should be limited to individuals who have made significant scholarly contributions. - Acknowledgement of Sources
All relevant sources and references must be properly acknowledged. - Disclosure of Conflicts of Interest
Authors must disclose any financial, institutional, or personal conflicts of interest. - Research Involving Human Participants
Research involving human participants must comply with ethical standards and applicable regulations. - Fundamental Errors in Published Works
Authors must promptly notify editors if significant errors are discovered after publication.
3. Duties of Editors

Editors are responsible for deciding which manuscripts should be published based on scholarly merit. - Fair Play
Manuscripts are evaluated without regard to race, gender, religion, citizenship, or political beliefs. - Confidentiality
Editors must maintain confidentiality regarding submitted manuscripts. - Conflict of Interest
Editors must avoid handling manuscripts where conflicts of interest exist. - Integrity of the Review Process
Editors ensure that peer review is conducted fairly, objectively, and efficiently.
4. Duties of Reviewers
- Contribution to Editorial Decisions
Reviewers assist editors in making publication decisions and improving manuscript quality. - Confidentiality
Reviewers must treat manuscripts as confidential documents. - Objectivity
Reviews should be objective and supported by constructive comments. - Acknowledgement of Sources
Reviewers should identify relevant work not cited by the authors. - Conflict of Interest
Reviewers must decline reviews where conflicts of interest may compromise impartiality. - Promptness
Reviewers should complete evaluations within the agreed timeframe.
5. Peer Review Process
The journal implements a double-blind peer review process. Authors and reviewers remain anonymous throughout the review process. Each manuscript is reviewed by at least two independent reviewers with expertise relevant to the manuscript topic.
The Editor-in-Chief makes the final publication decision based on reviewers’ recommendations and editorial evaluation.
6. Complaints and Appeals
The journal provides a fair process for handling complaints regarding editorial decisions, peer review, publication ethics, and journal management. Appeals should be submitted in writing to the editorial office and will be reviewed objectively.
7. Conflicts of Interest
Authors, editors, and reviewers must disclose any relationships or interests that could influence their responsibilities in the publication process.
8. Plagiarism Screening Policy
All submitted manuscripts are screened using plagiarism detection software before entering the review process.
The journal generally applies a maximum similarity index of 20%, excluding references, quotations, and standard methodological descriptions.
9. Retraction, Correction, and Withdrawal Policy
Articles may be retracted, corrected, or withdrawn when significant errors, plagiarism, duplicate publication, data fabrication, or other forms of misconduct are identified.
Retraction notices will remain permanently available to preserve the integrity of the scholarly record.
10. Copyright and Open Access Policy
Authors retain copyright while granting the journal the right of first publication. All articles are made openly accessible to support the dissemination of knowledge in public policy and public service studies.
11. Publisher Responsibilities
The publisher supports editorial independence, ethical publishing practices, and the preservation of academic integrity. Commercial considerations shall not influence editorial decisions.
