Risk Analysis of Ship Collisions in Balikpapan Bay Waters Using the Consequence/Probability Matrix Technique After the Relocation of the National Capital

Abstract
Pada 2019, pemerintah mencanangkan sebagian wilayah Kutai Kartanegara dan Penajam Paser Utara sebagai lokasi
pembangunan ibu kota baru Republik Indonesia. Lalu lintas kapal yang semakin padat di perairan Teluk Balikpapan
seiring perpindahan ibu kota negara, akan meningkatkan risiko tabrakan kapal. Tujuan dari penelitian ini adalah untuk
mengetahui tingkat risiko tubrukan kapal dengan menggunakan matriks konsekuensi/probabilitas. Matriks
konsekuensi/probabilitas menggunakan nilai frekuensi yang diperoleh dari perhitungan menggunakan traffic based model
dan nilai hasil yang diperoleh dari kasus tabrakan yang pernah terjadi sebelumnya. Dari hasil penelitian ini terlihat jelas
bahwa risiko tubrukan di perairan Teluk Balikpapan termasuk dalam kategori ALARP, dengan risiko sedang dan tinggi.
Ini berarti bahwa pemrosesan lebih lanjut diperlukan untuk membawanya ke tingkat yang dapat diterima.
