The establishment of the Kemah Daud Christian Church (GKKD) house of worship in Rajabasa Jaya Village, Bandar Lampung received a reaction of rejection from the community group. The rejection then became a prolonged conflict between the community and the GKKD congregation. This study is limited to and aims to elaborate on the root causes of the GKKD house of worship conflict in Rajabasa Jaya, Bandar Lampung. The method used in this study is a case study. Data collection was carried out through in-depth interviews with various related parties, field observations, and document analysis related to the regulations and policies of houses of worship. The results of the study found that the main root causes of the conflict can be categorized into two factors. First, legal regulations in the form of Joint Ministerial Regulations (PBM) 2006, which are considered biased and discriminatory. This regulation complicates the process of permitting the establishment of houses of worship, especially for religious minority groups, including GKKD. Second, social regulations in the form of shortcomings in social interaction and civic ties between Rajabasa Jaya residents and the GKKD congregation. The lack of effective communication and mutual understanding exacerbates social tensions between the two parties. In addition, the city government's neglect of the conflict during the dispute period also caused the conflict to become prolonged.
