From blessing to burden? Evaluating Chief Kelvin Okolie’s empowerment efforts in Ukwu-nzu community

Community empowerment programmes are widely recognized as important strategies for socio-economic development, yet limited research has examined the outcomes of individual-led empowerment initiatives or their simultaneous benefits and unintended consequences. Addressing this gap, this study investigates Chief Kelvin Okolie's empowerment programmes in the Ukwu-Nzu community, Nigeria, to examine their perceived socio-economic impacts and implementation challenges. A convergent mixed-methods design was employed, involving 125 programme beneficiaries, community leaders, and local stakeholders. Quantitative data were analysed using descriptive and inferential statistics, while qualitative data were analysed through thematic analysis. The findings suggest that active programme participation was associated with improved vocational skills, economic opportunities, self-confidence, and social cohesion. However, participants also identified unequal access to programme benefits, concerns about programme sustainability, dependency on external support, and limited inclusiveness as key challenges. The integration of quantitative and qualitative evidence indicates that empowerment initiatives can simultaneously promote community development and generate governance-related challenges when issues of equity and sustainability are insufficiently addressed. This study contributes to the community empowerment literature by providing empirical evidence on individual-led empowerment initiatives in rural Nigeria and highlights the importance of participatory implementation, transparent governance, and sustained community engagement to achieve more inclusive and sustainable development outcomes.
