Abstrak

Bureaucracy plays an important role in translating sustainable development goals into policies and administrative practices, yet its contribution to sustainability remains fragmented in the academic literature. This study aims to examine the development, thematic evolution, and collaboration patterns of research on bureaucracy and sustainable development. A bibliometric analysis was conducted using publications indexed in Scopus and analyzed with the Bibliometrix package in R. The analysis examined publication trends, authors, institutions, countries, keywords, thematic structures, and collaboration networks. The findings show a steady increase in scholarly publications, particularly following the adoption of the United Nations 2030 Agenda and the Paris Agreement. Bureaucracy emerges as a conceptually central but relatively underdeveloped theme compared with environmental policy, environmental protection, and climate change. Keyword trends also indicate a shift from governance and policy integration toward bureaucratic reform, digital transformation, innovation, and adaptive governance. Collaboration networks remain fragmented, while international research is largely concentrated in advanced economies, with developing countries playing a more limited role. These findings indicate that bureaucracy can function both as an enabler and a barrier to sustainable development depending on institutional capacity and governance context. The study highlights the need for stronger theoretical integration, context-sensitive research, and more inclusive international collaboration to strengthen the role of bureaucracy in advancing sustainable development.
