Abstract

This study examines the dominance of factional voting in the decision-making process of the Indonesian House of Representatives (DPR RI) and its implications for representative democracy. The centralization of power within the parliament through political factions has diminished the role of individual legislators as representatives of the people, as their political voices are often dictated by party policies. Employing a normative juridical approach and descriptive qualitative method, this research analyzes procedural guidelines of the DPR RI, statutory laws, and comparative practices in legislative systems of the United States, United Kingdom, Germany, and Australia. The findings reveal that Indonesia’s faction-based voting mechanism weakens the function of representation and the accountability of individual members of parliament. This study recommends a reformulation of the role of factions, the implementation of conscience voting mechanisms, and increased transparency in voting procedures as measures to strengthen representative democracy in Indonesia.
