Abstract

Pada 2019, pemerintah mencanangkan sebagian wilayah Kutai Kartanegara dan Penajam Paser Utara sebagai lokasipembangunan ibu kota baru Republik Indonesia. Lalu lintas kapal yang semakin padat di perairan Teluk Balikpapanseiring perpindahan ibu kota negara, akan meningkatkan risiko tabrakan kapal. Tujuan dari penelitian ini adalah untukmengetahui tingkat risiko tubrukan kapal dengan menggunakan matriks konsekuensi/probabilitas. Matrikskonsekuensi/probabilitas menggunakan nilai frekuensi yang diperoleh dari perhitungan menggunakan traffic based modeldan nilai hasil yang diperoleh dari kasus tabrakan yang pernah terjadi sebelumnya. Dari hasil penelitian ini terlihat jelasbahwa risiko tubrukan di perairan Teluk Balikpapan termasuk dalam kategori ALARP, dengan risiko sedang dan tinggi.Ini berarti bahwa pemrosesan lebih lanjut diperlukan untuk membawanya ke tingkat yang dapat diterima.
