Abstract
This study evaluates post-implementation policy performance and actor inclusiveness in the governance of Ulaweng Cinnong Village, Bone Regency, following the 2017-2022 Village Medium-Term Development Plan. It applies a convergent mixed-method design with a qualitative emphasis. Interviews, observation, and document review were integrated at the interpretation stage with questionnaire data from 50 respondents drawn from village government, the Village Consultative Body, development cadres, and community organizations. The analysis covers ex-ante and ongoing evaluation as a baseline, post-implementation evaluation, and actor inclusiveness across three policy directions. Recalculation of the respondent table produced a mean score of 73.52 for ex-ante/ongoing evaluation and 75.94 for the composite post-implementation/inclusiveness index; both are categorized as effective. The findings indicate improvements in recruitment procedures, administrative capacity, budget transparency, and participatory forums. However, unequal access to information, incomplete interinstitutional collaboration, and the composite measurement of post-implementation evaluation and inclusiveness limit the strength of the conclusions. Future planning should separate the two constructs and connect citizen proposals to documented decisions, budgets, and follow-up actions.
