Author Guidelines

1. General Requirements

GOVERNMENT: Jurnal Ilmu Pemerintahan welcomes original scholarly articles that fall within the journal’s focus and scope. Submitted manuscripts should contribute to the development of knowledge in government studies, governance, public institutions, public policy, political processes, and related fields.

Authors must prepare their manuscripts using the official GOVERNMENT: Jurnal Ilmu Pemerintahan article template and follow the requirements described in these guidelines.

Submitted manuscripts must be original, must not have been previously published, and must not be under consideration for publication elsewhere. Authors are responsible for ensuring that the manuscript is academically sound, clearly written, properly cited, and consistent with the journal’s publication ethics policies.

The journal’s editorial team conducts an initial assessment of submitted manuscripts before they proceed to the peer-review process. Manuscripts that do not meet the journal’s basic requirements may be returned to the authors for technical correction.

2. Scope and Relevance

Manuscripts must be relevant to the focus and scope of GOVERNMENT: Jurnal Ilmu Pemerintahan. Topics may include, but are not limited to:

  • Government studies and political institutions.

  • Governance and democratic processes.

  • Public policy and public administration in government contexts.

  • Local government and decentralization.

  • Public-sector reform and institutional development.

  • Political processes and relations among government institutions.

  • Digital government and governance innovation.

  • Government accountability, transparency, and public participation.

  • Regional, national, and global governance.

  • Governance challenges in developing countries and archipelagic regions.

Authors should demonstrate the relevance of their research to the journal’s scholarly focus. A manuscript may be considered unsuitable if its subject matter does not align with the journal’s scope.

3. Language Requirements

Manuscripts may be written in Indonesian or English. Authors must use clear, accurate, and academically appropriate language throughout the manuscript.

Regardless of the language of the main text, each manuscript must include an abstract and keywords in both English and Indonesian. Authors are responsible for the accuracy of both versions.

Authors should carefully proofread their manuscripts before submission to correct grammatical errors, unclear expressions, spelling inconsistencies, and other language problems.

4. Manuscript Preparation and Formatting

Authors must use the official journal template when preparing their manuscripts. The template determines the required layout, font specifications, heading styles, spacing, and presentation of article components.

The following requirements must be observed:

  1. The article title must use 16-point bold font, as specified in the template.

  2. Author names, institutional affiliations, and email addresses must be placed immediately after the title and formatted according to the template.

  3. The English and Indonesian abstracts must follow the prescribed word limits, paragraph structure, spacing, and column format.

  4. Section headings must follow the order and presentation specified in the template.

  5. Tables, figures, and source notes must use the formatting provided in the template.

  6. In-text citations and the reference list must be consistent with the journal’s prescribed reference format.

Authors should not substitute a different journal’s template or independently introduce formatting rules that conflict with the official template.

5. Title and Author Information

The title must accurately represent the central subject of the article. It should be concise, informative, and consistent with the research problem and objectives.

Author information must include:

  • Full name of each author.

  • Institutional affiliation or institutional origin.

  • Email address, as required by the template.

Authors must ensure that names, affiliations, and email addresses are accurate. The order of authors should reflect their agreed contributions to the research and manuscript.

For manuscripts subject to double-blind peer review, authors must follow the journal’s submission instructions concerning the handling of identifying information in the review file. Author details should not be included in the anonymized manuscript where their removal is required.

6. Abstract and Keywords

6.1. Abstract

Each manuscript must contain an abstract in English and Indonesian. Each abstract must be 100–200 words and must be written as a single paragraph in a single-column format, using single line spacing.

The abstract should be concise and informative and must include:

  1. The research problem or issue being addressed.

  2. The research method.

  3. The principal scientific findings.

  4. A brief conclusion.

The abstract should allow readers to understand the purpose, approach, principal findings, and significance of the research without reading the full article.

The English abstract must appear under the heading Abstract, and the Indonesian version must appear under Abstrak. Both must follow the official template’s formatting requirements.

6.2. Keywords

Each language version must be followed by a corresponding keyword section: Keywords for English and Kata kunci for Indonesian.

Authors must provide three to five keywords in each language. Keywords should represent the main concepts, subject matter, and focus of the research. They must be separated by commas and should be consistent with the content of the article.

7. Article Structure and Content

Manuscripts must follow the structure specified in the official journal template. The main article sections are as follows.

7.1. PENDAHULUAN (Introduction)

The introduction must present the research rationale in a logical sequence. It should include:

  1. The general background of the research.

  2. A discussion of relevant previous studies (state of the art).

  3. An explanation of the scientific novelty of the article in relation to previous research.

  4. The research problem or hypothesis.

  5. The research objective, stated at the end of the introduction.

The introduction must establish the context and significance of the research, identify the issue that remains insufficiently addressed in previous studies, and explain how the article contributes to existing knowledge.

A separate literature review section, as commonly used in research reports or theses, is not required by the template. Instead, relevant literature and theoretical arguments should be integrated into the introduction to establish the state of the art, identify the research gap, and explain the article’s scientific novelty.

Claims regarding research gaps and novelty must be supported by relevant scholarly literature rather than unsupported assertions.

7.2. METODE PENELITIAN (Research Methods)

This section must explain the methods used to address the research problem, including the analytical methods applied.

Depending on the research design, the section may describe:

  • Research approach and design.

  • Research location, context, or unit of analysis, where relevant.

  • Data sources and the criteria for selecting data, participants, or informants.

  • Data collection techniques.

  • Data analysis procedures.

  • Other methodological information necessary to explain how the research was conducted.

Authors should provide sufficient information for readers to understand how the findings were generated. All methodological descriptions must accurately reflect the procedures actually used in the research.

7.3. HASIL DAN PEMBAHASAN (Results and Discussion)

This section must present the research findings and discuss their significance. Findings should be supported by adequate empirical evidence, data, or other relevant material.

The discussion must explain how the findings answer the research questions or address the hypothesis presented in the introduction. Authors should interpret the findings in relation to relevant theories, concepts, and previous studies where appropriate.

The section should distinguish between the presentation of evidence and its analytical interpretation while maintaining a coherent discussion. Tables and figures may be used to support the analysis when necessary.

Authors should avoid presenting results as a series of unsupported claims or merely repeating information contained in tables and figures. The discussion should clarify the meaning, implications, and scholarly contribution of the findings.

7.4. KESIMPULAN (Conclusion)

The conclusion must summarize the principal findings and provide a direct response to the research objective and/or hypothesis.

It should synthesize the main contribution of the research rather than repeat the results and discussion verbatim. The conclusion may include recommendations, practical implications, or suggestions for future research when these are supported by the findings.

Authors should avoid introducing new empirical findings or extensive arguments that have not been addressed in the preceding sections.

7.5. DAFTAR PUSTAKA (References)

All works cited in the manuscript must appear in the reference list, and every item in the reference list must be cited in the text.

The journal template specifies the following requirements:

  • At least 80% of the references should be primary sources, particularly scientific journal articles.

  • These primary sources should generally have been published within the previous ten years.

  • The remaining references, up to 20%, may include relevant research articles, research reports, theses, dissertations, books, and other scholarly publications.

Authors should prioritize relevant, credible, and up-to-date scholarly literature. Older publications may be used where they are necessary to explain foundational theories, established concepts, or important historical developments, subject to the journal’s requirements.

Authors must verify the accuracy of all reference details, including author names, publication year, article title, journal or publisher information, volume, issue, page numbers, and DOI or URL where available.

The reference list must follow the examples and formatting in the official journal template. Authors should not assume that a different citation style is acceptable unless the journal formally updates its requirements.

8. Tables, Figures, and Other Illustrations

Tables and figures must be included where they contribute to the presentation or analysis of the research. They should be placed at appropriate points in the manuscript and referred to in the main text.

Authors must ensure that:

  1. Tables and figures are numbered consistently.

  2. Each table or figure has a clear title.

  3. Titles and source notes follow the formatting specified in the template.

  4. Data and illustrations are legible and accurately presented.

  5. Sources are acknowledged where applicable.

  6. Reproduced material is used with appropriate permission when required.

The template provides an example of a table or figure title using bold formatting and a source note using italic formatting. Authors must follow the actual layout and typography shown in the official template.

Tables and figures should support the analysis rather than simply duplicate the narrative. Any data presented must be consistent with the information discussed in the article.

9. Citations and Reference Accuracy

Authors must acknowledge all ideas, quotations, data, and other materials obtained from external sources. Direct quotations and paraphrased arguments must be properly cited.

In-text citations must correspond to entries in the reference list. Authors should check for missing references, uncited entries, inaccurate publication details, and broken DOI or URL links.

Where available, DOI links or URLs should be provided in accordance with the template and the journal’s submission checklist.

The reference list should be limited to sources that are relevant to the article and have actually been consulted by the authors. Authors must not include fabricated references or cite sources that they have not verified.

10. Originality and Publication Ethics

Authors must ensure that submitted manuscripts comply with the journal’s publication ethics policies.

In particular:

  • Manuscripts must be original and must not have been published previously.

  • The same manuscript must not be submitted simultaneously to another journal.

  • All external sources must be acknowledged appropriately.

  • Data must not be fabricated, falsified, or deliberately misrepresented.

  • Plagiarism and other forms of publication misconduct are unacceptable.

  • All listed authors must have made an appropriate scholarly contribution and approved the submitted manuscript.

  • Relevant conflicts of interest and required ethical disclosures must be reported.

Authors should consult the journal’s publication ethics, plagiarism, authorship, and research misconduct policies for further requirements.

11. Peer Review and Editorial Assessment

All submissions are subject to an initial editorial assessment to determine their relevance to the journal’s scope and compliance with its basic submission requirements.

Manuscripts that pass the initial assessment may proceed to the journal’s peer-review process in accordance with the published Peer Review Process policy. The journal uses a double-blind peer-review process, in which the identities of authors and reviewers are concealed from one another, subject to the journal’s procedures.

Submission of a manuscript does not guarantee acceptance. Editorial decisions are based on the manuscript’s relevance, scholarly quality, originality, methodological appropriateness, and the outcome of the editorial and peer-review process.

Authors may be asked to revise their manuscripts in response to editorial or reviewer comments.

12. Submission Preparation Checklist

Before submitting a manuscript, authors should confirm that:
