Peran Pemerintah Daerah Dalam Penanggulangan Bencana Alam di Kabupaten Indragiri Hilir Provinsi Riau

Abstract

Natural disasters are basically unavoidable by humans because they are a series of events that are unpredictable and detrimental. One of them is the landslide that occurred in Kuala Enok Village and Tanah Merah Village, Tanah Merah District, Indragiri Hilir Regency, Riau Province. Both central and local governments are responsible for disaster management, with emphasis from pre-disaster to reconstruction and rehabilitation which are part of the post-disaster. The local government through the Natural Disaster Management Agency (BPBD) is the party that holds full responsibility in the implementation of disaster management. The purpose of this study was to determine the implementation of the main tasks of BPBD in natural disaster management in Indragiri Hilir Regency and to find out what factors influence the implementation of BPBD's main tasks in natural disaster management in Indragiri Hilir Regency. The method used is a qualitative approach with a narrative research strategy. Data collection techniques by means of interviews, observation, and documentation. The data were analyzed through the stages of data reduction, data presentation, and drawing conclusions. The results indicate that the implementation of the main tasks of BPBD Inhil Regency in landslide disaster management is divided into three fields, namely the field of Disaster Prevention, the field of Emergency Management and Logistics and the field of Rehabilitation and Reconstruction. From the implementation of the main tasks of the three fields, it has been running well but not yet optimal. This can be seen from the reality of the phenomenon of landslides in the area which still often occurs every year.
