Abstract
Violence against women, particularly domestic violence, remains a significant public policy issue in Indonesia because it threatens human rights and social welfare. Local governments are responsible for ensuring the protection and fulfillment of victims' rights through integrated public services. This study aims to examine the role of the Makassar City Government in fulfilling the rights of women victims of domestic violence. The research employed a qualitative approach using a narrative research strategy. Data were collected through interviews, observation, and documentation and analyzed using the interactive model of Miles and Huberman, consisting of data reduction, data display, and conclusion drawing. The findings indicate that the Makassar City Government has implemented various services, including complaint handling, legal assistance, psychological counseling, health services, and social rehabilitation through the Integrated Service Unit for the Protection of Women and Children (UPT PPA). These services have generally supported the fulfillment of victims' rights; however, several rights have not been fully accommodated, particularly spiritual counseling and adequate supporting facilities. Furthermore, the implementation of services is challenged by victims' reluctance to disclose cases, preferences for informal settlement, and limitedservice facilities. Strengthening institutional capacity, improving integrated services, and enhancing collaboration among stakeholders are essential to optimize the fulfillment of women's rights and improve the quality of protection services for victims of domestic violence.
