Abstract
This study explores how citizens construct and negotiate perceptions of accountability surrounding the Koperasi Desa Merah Putih (KDMP) policy through TikTok commentary. Employing a qualitative netnographic approach, 14,782 comments were extracted from one viral video posted by Lingkar News (March 2025). After cleaning and manual coding, 10,068 meaningful comments were analyzed using Excel and NVivo to generate frequency counts, thematic clusters, and visual maps (word cloud and treemap). The findings reveal four core clusters: Integrity & Governance, Financing Design, Public Response, and Social Risks. Public skepticism emerged as the dominant theme, often paired with corruption and nepotism discourses, while positive support was framed through conditional trust and procedural fairness. The interplay between moral critique and civic optimism illustrates how TikTok functions as a participatory accountability space where users collectively audit public policy. These findings extend digital ethnography and financial inclusion scholarship by showing that algorithmic publics transform cooperative finance discussions into moral-economic deliberations. The study underscores the importance of transparency, participatory monitoring, and digital ethics in fostering inclusive, trust-based policy communication.
